Of course not, but people can still discuss that theory based on their knowledge and game design sense.
If Blizzard added a feature that made heartening uninterruptible, do you think you would need to test the feature in reality, or do you think you’re smart enough to be able to guess how that might work out? Use your brain, put in your two cents and judge. If you don’t want to, certainly don’t stifle or criticize others who are gasp talking in a forum about upcoming features.
I’d imagine some of them will be new talents and some of them will replace existing talents that the devs wanted to change anyway.

I think it’s just a new type of talent. Loan is a new keyword that some heroes will have, basically.
The example they gave is a variation of Johanna’s Reinforce. So instead of gaining 60 armor up front after casting an ability, she stacks up to 60 with each basic attack. Definitely a nerf, but to compensate she gets a temporary 20% health buff for the early game. With huge potential upside as well.
If they’re all balanced like that (reasonable effect for that talent tier + other, bigger, temporary benefit) then it seems fine to me. Losing stuff feels bad, but if the up front effect is decent then it’s probably worth the risk.
I am just afraid of this being a situation where everyone has the Protector of Aiur Artanis syndrome. You pick a talent because of its potential or perceived value, as opposed to picking a talent based on comp/map.

Much like that brawl we had once where random people got Bloodlust. It created very unfair swings.
Of course, this is just speculation, but I don’t like this idea.
What talents will get TLV and Murky when they die a lot?
I’d assume that not every hero will be getting these loan talents.
It’s case-by-case. They’re going to be balanced around each individual hero, and only a handful of heroes will get them. The example they gave is very Johanna themed. It’s clearly a rework of Reinforce. Not every hero will have that specific talent, just Johanna.
They don’t even necessarily have to have the same triggers. Maybe a hero like TLV would get a different conditional loan, like losing forts (although, more likely they just won’t get them).
I mean, Murky already has a talent kind of like this; Livin’ the Dream, which is pretty solid (although outclassed by his Q talent since the buffs, but that’s neither here nor there). They can make power boosts for playing well work.
When will they understand HotS needs monetization system RIGHT NOW to not die? These talents will only make the game WORSE, because it’s Snowball
that ruins comebacks and balance. None of these changes will bring it to life. Stop it, blizzard. This game needs to have monetization system, not Snowbally mechanics.
This sounds like an anomaly 
It’s something you see not just in this community but many others, and it’s due to almost a decade of continual disappointments with almost every Blizzard product. Does the playerbase have unrealistic expectations? A bit yes. Does Blizzard have a strong disconnect with their playerbase? A bit yes.
In this case, considering that we’ve had the same event going on now for almost 7 months… It’s better to assume the worst rather then the best.
But then it might be a pleasant surprise like D3 S23.
Ironically all of this still anecdotal and blind guessing.
Remember when everyone was like Voice Chat will sky rocket toxicity and it was the a ““bad idea to add””?

How about release Malthael Last Rite before it was “buffed”, it was considered to be OP and even the devs implied they were concerned over it being “too strong”.
Results: Tormented Soul > Last Rite due the ability to apply marks on multiple heroes and Last Rite required your target to die from it to become powerful (it didn’t had the 1.5 seconds functionality until the mini malthael rework btw) and most of his power was because of his trait functionality more than anything else.
Point is, a lot of this is guessing which is ok but for some odd reasons its so negative and ends up a lot of wrongs more than rights, I think its ok to discuss the out come but all of this should be taken with a big fat grain of salt and not as “truths of what is going to happen”, till the patch get released of course.
I mean… Yeah? Of course I’m guessing. It’s not like I can go off of the non-existent reality of Loan talents here. It’s “negative” because I simply don’t think it’ll be a good mechanic is all.
But, things I can say for certain: Losing power in an unrecoverable way doesn’t feel good to me. Something like Tracer’s Untouchable or Nova’s Snipe stacks don’t bother me as much personally, because it’s something that can be recovered up to their cap. (Sure it sucks to lose them, but they’re not necessarily gone for good.)
Obviously everything I say should be taken as me talking from my perspective and about what I think will happen. I can be wrong, that is a thing that can happen too. People are welcome to disagree, to love the idea, to not feel the same about any of these things, to predict something different will happen, whatever ya like.
It seems a good idea and change.
I would love to see something like reduced health in exchange of self-cleanse/iceblock on somes healers.
