I’ve tried all your ideas that of the forums and reddit, Still stuck on the “rejoining match in progress bug” several hours later.

I think the old work around was to force quit HotS using end process tree from task manager while it was showing the “rejoin game in progress” button and before actually trying to rejoin a game (load screen, catch up). After doing this the client should load to the main menu next time it is launched rather than forcing you to rejoin a game.
Leaver penalty will likely still apply. This should not be used to leave games and only be used if you end up stuck in a rejoin loop.
