Jaina’s Frostbite ability stops counting once you pass 12000 Chilled damage to enemy heroes. The counter goes past 12000 by the amount more the attack that passed the total dealt, but it won’t go any higher so you can’t fulfil the new Quest total of 30000 to unlock the Protected version of Ice Block.
