PC is few days old and am getting really bad stuttering like 10 to 15 times in one game, any suggestions what could be wrong? I have a good download and upload speed so don’t think that is the issue.

Stutter is usually network connection related. HotS has to pause while waiting for communications from the server that are delayed. After those communications arrive it usually has to fast forward to catch up during which time frame rate will be very low.
