I cannot play stukov for some reason. I own basically all heroes and for some reason, It has the hero with a canceled sign over the hero’s head and will not let me last pick him in draft even.

same here man. its just like hes too OP so nobody can play him 
Please refer to this thread. I believe that may be the issue here.
Same issue here, just bought him, and it has a red circle and unplayable.
It’s not a technical issue. He is banned temporarily because the hero’s trait among other things are bugged, allowing it to detonate multiple times.
He is intentionally disabled by the developer team.

Stukov was temporarily disabled due to a bug. This has since been fixed up and he should be enabled now. If there are any issues let us know!
