Frozen Skills after respawning

After i respawn with Dva my skills Q and R was on CD without counting down.
So tried to kill the Mech, which resolved in i couldnt get back into mech, cause when i got the CD down it went instantly back to 30 sec and again didnt count down.
So i tried to die and when i respawned , I again respawned with CDs that didnt count down. .do basicly i couldnt use my hero…

It would help to know under which conditions your character died because this isn’t a common problem, specifically what spell may have finished you off that may be causing this.

Is this something you’ve experience multiple times over different matches?
