Go trymode, select the talent, attack a single hero as main target with Phase Bomb -> no cdr

BUMP, JUST DISCOVERED THIS SAME FACT IN TRY MODE, STILL NOT FIXED OVER 15 MONTHS LATER
only the splash procs cdr off heros, u can splash from PVE to heros and get cdr, u can splash from one hero to another but dont get cdr for the main target, if there is one enemy hero near minions u have to intentionally target the minions and hope to splash the hero if u want the cdr, THIS IS STUPID plz fix
