I am having the same issues with downloading Heroes Of the Storm, I tried everything and spent Hours Uninstalling and re Installing the game and Battle.net. Nothing worked I get to 12.9g left to down load and get the same code on the dot never fails. I have checked my status of my hard drive and its healthy. This has become quite and inconvenience. Im not to hope full that this forum will help as HawlSera has gotten no help on this issue and blizzard does not provide humans as tech support. If anyone has any other info on how to fix this besides the recommended steps Please let us know it would be nice to try out this new game Thanks and have a great day.

These issues can happen for several different reasons, but typically indicate that something is blocking the install. Have you tried uninstalling security software and restarting the PC? You can always reinstall them later, we just need to test the install by itself.
