You need the highest trust level in order to post pictures and gifs

You can “cheat” by using the preformatted text option:
example: https://www.wikipedia.org/
highlight the link and press ctrl+shift+c
EDIT: the viewer would have to copy-paste the link, though. Can’t click on it, and it won’t show images directly in the post
I don’t know if it’s against the forums code of conduct (since you’re circumventing a restriction that’s probably there for a reason (?)), but I’ve known of a few users doing it (including myself), and AFAIK nobody got in trouble for it 
You need Trust Level 3 or known as “Regular”.
To attach an image just write down <img src=“link here”>.

I’d go for the first one, since that’s a sticky in General Discussion, so I assume it’s unlikely to contain wrong/outdated information.
However, that one links to an outside source for the details, so I linked the other one for convenience.
(note: I think anyone can link other threads on the forum; I don’t have trust level 3)
I’m not all that informed, but I think it boils down to:
- Read the forums. A lot
- Reply to a lot of threads
- Don’t get tagged for trolling
