On live server with complete quest Blast root heroes only one time for cast. So, the root on the hero who got hit by both the ability and the blast ends a little earlier than the root on the hero who got hit only by the blast. Only the blast deals damage. On the test server, after 15 stacks, the root can be applied twice (this also gives two stacks at a time). The damage can also be dealt twice per cast. With the deathchill this allows you to deal 700 damage (level 20) per cast, even with a small number of Frostmourne stacks.
