I queued for aram and after waiting for around 5 minutes my game literally ended up being a 1v1 with with 4 random bots on each team… Was probably the most unenjoyable game ive played. Is this actually something that regularly happens?
Yes. HOTS ARAM is the ultimate clown fiesta.
Lol it doesnt regularly happen with me no, in fact it never did. Depends on what server you play and what time you queue up. I’m on EU and I play after work/school hours so I never get AI on either side.

If you play on an empty server at night then yes this is normal.

It should be rarest on EU since EU has by far the most players.
Though I suspect it might even happen there during the early hours of the morning.
Literally only two human beings online who happen to be queuing for ARAM.

I wish you could see how many people are on the server and queuing for each mode at any given time. I don’t want them to give out usernames of people queuing as people could cheat with that. Just a number value.

Fun fact, that number was actually shown right at launch. The game had a ton of players online at any given moment. You could find a decent quality match in any mode in seconds.
Then at some point they just chose to hide the info.
Now the numbers would probably be depressingly low.
So they could show it again, if they wanted to.
But I fear the numbers in 2021 would be demoralizing compared to 2015.
