Youre not accounting for the fact that all of his stuff is incredibly easy to dodge, even more so for a highly mobile assassin like thrall at level 20 with bolt of the storm and upwards of 40 percent movement speed bonus from maelstrom weapon.

I’m not saying he would beat Thrall 1v1, I’m countering his heroic has less impact in a team fight, as it is a combo heroic, not meant to be used on its own.
Well if you really want to get technical he also needed 25 other people AND all of the other dragonflights, not even including the dragonsoul
Heck, it took 3 shots from an empowered dragon soul before he finally went down for good.
