Whenever I use cleansing flame ult to chase down a hero or my teammates, the screen no longer moves with my mouse, and I have to awkwardly use my keyboard to try make the screen follow my targeting reticle.

what do you mean exactly?
it locks the camera to the radius/range of the ability, but it is not intended to lock the targeting circle mid screen, it will allow free aim within the radius, and on each tick of breath it will snap the camera (targeting circle mid screen)
I would not call it a bug, it is a design choice
