Why was the discover keyword removed?
It was in a patch notes. “This is a non-functional change to any existing interactions, but is in preparation for the new cards in The Great Dark Beyond.”.
I.e. they have some new Discover interactions they don’t what this to make OP (e.g. “get a copy after you Discover”).
On its own it works the same.
Basically, they didn’t want overplanner to discount alien encounters by 3 and / or generate 3 cards with hunter’s 1 drop.
That’s all.
Why was the card changed and not refunded? That’s my question.
It’s a text change, not a functional change
It’s very functional, just not yet. It acts like a Discover now but not as a Discover when the new cards say “after you discover…” etc.

Recently, they changed the wording of a few things in battlegrounds that used to say “discover” as well, largely because the wording was confusingly inconsistent. “Discover” didn’t mean “discover” unless something was added to the player’s hand. That’s what “discover” was always meant to convey, according to the tooltip: Discover - Choose one of three cards to add to your hand.
Because it had zero impact with existing cards, so it really isn’t a “nerf”
They did the change to prepare for the next set so that they wouldn’t need to do a balance change and refund later.

They’re doing this to prevent what happened in Battlegrounds. Overuse of the word “discover” when they didn’t mean “Discover - Choose one of three cards to add to your hand” had confusing and/or unintended consequences.
You overthink it. Read what you quoted. The NEW EXPANSION has some cards that would make it OP; e.g. there is an 1-drop that gives COPIES of EVERY discovered card; this would be just too good for that 1-drop.
I admit that I am unfamiliar with the new expansion cards. If you’d care to name the card, I will look it up
This thread also reminds me of Power of Creation. Does anyone else remember how, for four years, it didn’t add a card to your hand? It still feels weird to me to play that card and get a minion in my hand.
power of creation was buffed when they made caverns of time expansion the wild only expansion and buffed a bunch of wild cards
I believe Smeet above already answered that in full (on the 2nd reply of the thread).
So they nerfed it before they had to nerf it, but because it was nerfed before it needed it, we get no refund
