I logged in today and did the tavern brawl and won twice, but I did not receive my legendary quest for it with the 2 uldum pack rewards. Why is this? What do I have to do to get my quest to pop up? The event is advertised as running from last Wednesday through tomorrow, why haven’t I gotten the quest?

Did you get last week’s legendary quest that awarded 1 uldum pack after playing the tavern brawl?
I had the same thing happen to me I won the tavern brawl and only received the classic pack after winning but never got the two uldum packs I was supposed to get, my friend played and won and got 3 packs so I’m not sure what’s going on.
