It is a bug, that has popped up for the past year, despite only being a feature in China region. It is a reward and economic system put in place because they prohibit gambling or something over there.
Blizzard must have noticed the hundreds of comments that I’ve seen, but apparently these things occur.
I also encounter a visual bugs quite often.
