Try out Elemental Shaman. I just went 6:1 with it. Only losing 1 game against Quest Warlock, where my opponent had godtier RNG outcomes. You don’t need any new cards for it, and no legendaries, except Esho. (Playing Al’Akir is optional ind he’s in core anyways.) Just stuff the deck full of Elementals and Fire Spells. Strategy: Face
The deck is good against unoptimized decks, because it’s very aggressive and punishes you for not having you wincon ready ASAP. I also won 2 games against Murloc Paladin. Expect to see this deck a lot, because Blizzard didn’t actually ban the Pally Quest. Best way to beat Quest Pally is to outspeed it.

Edit: Tavern Brawl has been fixed. Pally Quest is now banned.
I did 5-3 with elemental shaman, lost to a DH, a control warlock (5 mana deathrattle into asphysiodon 6/12 lifesteal is too much) and a quest warlock get his quest online on turn 5.
By the way, i also easily did 6-0 with quest warlock. It ‘s so strong in this limited pool.
And no, there weren’t any quest pally in my last 11 games.
It was active for the first few hours and the dev team saw everyone was winning with it and just banned it and locked up everyone’s current run with it forcing them to retire it and get a refund. It was THAT oppressive.
Usually you can’t enter new modes without new updates. Updates don’t all happen at the same time. They go online instantly on Battlenet (PC-version), but can take a few hours on Apple and Google Play (mobile-version). Mobile players could still access the Tavern Brawl without patch 34.0, but without being able to open new cards and without Dive the Golakka Depths being banned.
The usual challenges of being a small indie studio. They just don’t have enough money to hire more developers or any testers. \sarcasm
By the way: I don’t mind the 2 Quest Paladins. Beat them anyways
There we were, discussing which Quest deck would be most OP, but that opportunity has passed. Maybe it’s for the better, though, at least in terms of fun.
The first and rather unsuccessful attempt for me (3-3, although one loss was to ridiculous Convoke the Spirts — yeah…) was this:

Looks somewhat promising if optimised, mostly by taking all the slow stuff away from it , like the egg, weapon etc (I wasn’t sure what to expect and included it in case people were playing slow and greedy decks, or something like it), and playing it just like a Frost DK with some deathrattles. I’m leaving it here for future reference and possible improvement.
Got Muradin from a pack, could build an aggressive Shaman with it, I guess, but we’ll see.
Yeah, that was one of my considerations, too, but it didn’t particularly appeal to me. Maybe Shaman isn’t my class at all. Why, I haven’t even levelled it up like the others.
[UPD] Alright, just have gone 6-0 with an updated version (see the list below), although it might depend on opponents, of course. Never got to play Herenn , so it can be cut, as for Torga — not a bad draw engine, but not strictly necessary either, I suppose. Deathchiller is an important card here.. Thalnos isn’t bad at all, Umbra’s stuff can be strong, and all of it’s free or cheap. Dunno about Hematurge, but it is flexible and can discover something useful. Reluctant Wrangler is a decent source of corpses (for the Reanimated Pterrordax, if nothing else, which is a high-tempo card — just what you might need) and a sticky minion with some Taunts — ‘a little something to keep them busy, perhaps’.
Maybe going with one Unholy rune and stuff like Wave of Tar — or perhaps even giants — is an option, especially if building a strictly budget version.
I won one game vs an aggro elemental Shaman, as proposed in the first post (it also had Platysaurs, though — just for card draw, I suppose), so it’s at least a contender.

I suppose I’ll post a separete update… Did a couple of other runs with the same list, 6-1 and 5-3. The first loss was to a similar deck (but a MYTHIC skin… you get the idea), others — bad luck, mostly. Ah, no matter, packs are packs, got another legendary card (Azshara).
So, it seems playable.
PS I purposely refrainied from adding (any copies of) the new Frost spell, even though I could do it now, to test the deck with just the old cards.
UPD Alright, did a couple more runs. One was a resounding 1-3, what can I say… sometimes there’s nothing you can do against so-called RNG (or perhaps the free daily limit of wins , who knows? ), I guess. Another one — a 6-2. What can I say… Luckards are the biggest problem, no matter the deck (unless it’s horrible, unplayable). Oh, and it doesn’t matter, apparently, how many wins you’ve got — it doesn’t seem that opponents get more difficult the further you progress or something like that, so much for that famous ‘matchmaking’. Maybe it was the case previously, too, I just don’t remember.
Anyway, Frost DK is an option… I’m still not sure what the absolute ‘best’ list would be (not sure about some cards in mine, as elaborated earlier), but you could probably do better than what netdeckuhs seem to be spamming.
PS Oh, and the most expensive stuff there isn’t necessarily the strongest and can be cut, so completely on a budget can you go. I just happened to have those legendaries from the previous expansion.
Went 4/3 on my first try with Elemental shaman. It definitely has legs especially now that quest warrior is out. The elemental that gives spell damage 2 into the 3 mana do two damage 3x spell is a solid finisher.
Gonna give egg druid a whirl next though. It seems like it can be really aggressive.
Alright, a couple of 4-3 s with the same old list… I guess people are startimg to adapt to netdeckuhs, so it’s time for something else, perhaps, although, gotta say, it often did feel like lots of bad luck. Anyway, I suppose a better deck could withstand some of that better…
