The card Southsea Scoundrel doesn’t appear to be recognized as a Battlecry Card from the game. Effects that double or discount Battlecries don’t affect the card (verified in Duels with Battle Totem and All Together Now).
Can you please share the hsreplay links and/or screenshots to the games you played to verify this bug?

It just happened to me. I had two scoundrel in my hand after mulligan. Both were 4 cost, no green discount. Every other battle cry minion I had were discounted. I played on an IPad, iOS 14.7.1.
Can confirm that the bug hasn’t been fixed yet, this is from today’s game and you can see how ATN is not discounting Southsea Scoundrel

Just found this after opening a extra thread. Had the same. Can confirm the Bug. It has to be new, cause it worked befor the latest patch.
Barrister Lynchen no longer adds a copy of Southsea Scoundrel to hand; this occurred fairly recently (within the last month); I rely on this card for my deck formation so am keen to see a patch.
A lack of reply in 8 days (as of writing) is a shame, and that I cannot create a support ticket for what is a defect in a game whose content I have paid for.
In Duels, most of the pirates I played did not get the discount. I also just reported this bug. That perk is useless playing as a Warrior with the Pirate questline…
