I’ve got it with Finley before. The couple times this happened for me was after killing Dathril for the second time (though there were also times it did not spawn for me even after killing him many times)
I got 40/40 too! I was lucky and must have got Ambassador Program or Laws of the Queen back when it launched. I’ll message ClayByte nonetheless with thanks and also requesting that they fix these two (or at least one of them) for people stuck at 39. As others have echoed, a huge thanks to everyone who’s spent time on this and contributed over the years!

I got 40/40 too! Thank you all for your help, for creating this wonderful guide.
PS. I got the book Ambassador Program half a year ago. I was playing Holus. That’s all I found in my notes.

absolutely pathetic that it took more than a year for blizzard to do something about it, and they still didn’t fix it.
don’t be so rude. They have corrected most of the blocked lorebook whereas this adventure is finished from a long time.
Apprently 2 are still bugged (maybe more) it does not mean that they do nothing.
Keep going blizzard, we want our achievment too

Which means I guess ill be at 39/40 until I can get Ambassador or Law of the Queen
it’s not rude to say that someone to do their job properly. that isn’t setting the bar too high, that is the bare minimum. why should I be pleased that someone has fixed something that was broken from the start that should not have been broken to begin with, and hasn’t even fixed it properly?
lets say you hire someone to remodel your home. most of it’s done, but you have cupboards without doors or shelves that aren’t level, whatever. sure it doesn’t affect the structural integrity of your house, so it’s still livable, but why should you be okay with paying someone for part of the job that they didn’t do?
then they come back one and a half years later to finish off the job, and still miss out something. in what world would that be acceptable to you?
if they finish fixing these last 2 books quickly, then that means the overall fix should not have taken this long, because there were only like 8 books to fix in total, or god forbid they pick the second option and it takes another year to fix the first botched fix.
side note ozumat fight is still broken, the 1/20 tentacle on the right side still does not reduce the attack of the 2/10 tentacle in the middle. if you’re trying to get efficient octo sought it does make it slightly trickier.

Ok I’m now 39/40 and I’m missing:
-Ambassador Program
-Laws of the Queen
-Amulets of Evenlar
These 3 seem to be bugged. I’ve been using every char and just can’t get these 3 to drop so I can finish this god forsaken achivement…
If anyone finds any of these 3 books after I leave this comment I would highly appreciate you (the most awesome person in the world) till eternity and beyond! 
I got “Amulets of Evenlar”.
I recruited “Grace” and killed “Dasril” twice.
It may sound strange because I am using a translator. I’m sorry.

Ok… Very interestin I was 39/40 after these bugs and was missing 3 like i said. Then after this last comment someone got Evenlar I started trying it again.
I finally got my last 40/40 and it was “Amulets of Evenlar” from last boss and I was playing Finley actually not Grace BUT achievement didn’t trigger… So I finished fight in hope that it will trigger after the fight. but did not.
And btw It was my 3rd Dasril kill and I killed him myself by attacking him with my minion.
But very sad case. This achi just keeps being broken…

What is not clear is you achievement state in Journal, is 40/40 or 39/40 ?
I think is possible you found it previous runs , becouse is not a hard one , but you was thinking you was missing it …

No I’ve been running it for like 20 times now and only 1 time I’ve seen it and when I started doing this i got 0. I’ve been tracking using notepad my every drop from 0 to 39. I’m quite sure its bugged
I got 39/41. So 2 are missing for me.
But I do not know which one from the 6 Below
2- StormCoil log expert. Whatever I do i always got the 2 other lorebooks
8 Ozumat - Creatures of Ancient sea II. The same whatever I do I always got the first creature of the sea book & Half Digest tome. Never this one
11 (Naga) Creation of the NAGA II. The lady gave me the lorebook I everytime, i never succeded getting the II.
12 Ambassador Program (Hope this is not this one)
14 Laws of the queen (Same)
17 - Amulet of Evenlar. I tried killing dathril many time without success. But from recent message I really hope that this is one of the 2 missing books

I did not recognize Stormcoil because her name in french is Glissorage (Litterally Slipery Wrath) I already got it.
I got the amulet of evenlar but apparently i already got it previously.
So my guees it that the books “II” have the same visual as book “I” in the game or does not exist.
It means that for me the 2 missing book are Ambassador PRogram and Laws of the queen
