Simple. Because on turn 2 or 3 the priest will have to choose between using penance, breath of the infinite, or heal.
When you don’t attack, you take the heal option out of the equation. If you don’t attack, it’s as if the priest got to heal + use breath of the infinite or heal + penance.
If you’re a tempo deck or an aggro deck, you should be attacking every single time. The only deck that shouldn’t be attacking is a control deck or combo deck focused on playing the long game. As someone who plays quest priest religiously, I’m telling you how you should be fighting the deck in order to win more often. If you just want to sit back and let the game drag on into the late game where the priest can just play big minions and not have to use their hero power to heal, then you’re going to lose that battle unless you are combo or a greedier control deck.
A priest deck isn’t beating an aggro deck or a tempo deck because of their hero power. They are beating those decks because they are being allowed to play minions and resurrect them. Bowing to the hero power and allowing them to play minions and resurrect them without having to focus on using the hero power is exactly what a quest priest wants vs aggro and tempo.

Priests dominate those matchups. Aggro peters out and is left dealing with ever growing Convincing Infiltrators.
The decks dominating Priest burst them down. Again going back to my last game. 27 damage from hand turn 9 easily dispatched the Priest. Why would I risk huge minions coming down on me before I can sustain my burst through their AOE?
It’s a powerful quest for sure, but it has its downsides. For one, it’s a fairly major tempo loss to actually complete it. If you can beat Priest down with a fast deck, the quest is really not a problem. Another is that the value comes after the quest is done, not before. If they have to pump out minions and you can remove them, it’s that much more value gone from Priest cause there’s nothing to resurrect. Go for a slower value deck, or beat Priest to race using tempo face plays.
No it doesn’t dominate those matchups. It might dominate face hunter, but Zoolock, murloc shaman, murloc paladin, and token druid all do really well vs quest priest.
And if you win vs those matchups, it’s not because of infiltrator. It’s because of khartut defender.
Bluffing Quest as Priest isn’t an issue. It’s a feature of card games.

I will repeat. Decks that dominate Priest burst them through their AOE.
Bloodlust and Savage Roar certainly qualify as the burst. And the never ending Treant boards and the Angler/Soul refills qualifies as the through their AOE. Gala Warlock has equivalent mechanics.
Murloc Paladin, I don’t know. I haven’t seen one of those in a while.
Anything that can’t burst for an otk, or KO early like aggro basically loses the matchup.
Basically every deck that fits between aggro and otk is forced to play in a passive way because they have no way to drop priests health to 0 before the quest is completed, due to many resurrected taunts that also heal and all 6 of their AOE prevent any kind of board.
You get punished for attacking and trying to win. I’m not even running quest priest and players are hesitating to attack because of how powerful it is. Everyone knows that Quest priest WILL heal up to full health easily so they don’t bother attacking if they can’t finish it in 1 or 2 turns.

You can out value and out pressure QR Priest by more than just OTK or board Aggro (burn bad idea). As you can see it mainly involves Highlander decks to outstrip them on value

HL Galakrond Rogue outvalues quest priest so much. If it wasn’t for me running spirits and bwonsamdi to be equally as greedy, I’d likely lose the match almost every time.

HL Hunter is shown losing to Quest Priest by VS. My personal experience is that it’s a horrible matchup for the Hunter.

I think not attacking for 2 damage the 1st time is a valid and sensible option. Vast majority of the time the priest will either heal or just pass the next turn so you might as well deny him the +2. But I agree that once you can do more than 2 damage per turn (as an aggressive deck) you should be hitting every time.
In other thoughts, I always wondered why some priests don’t play their quest the 1st few turns even though it was obviously in their hand. I don’t think hiding it like that is much of an advantage for them.
They are lending a helping hand in solidarity to non Quest Priests by making everyone not attack all Priests.

VS is proposing a merger between the two versions. Unfortunately I don’t have the Legendary cards for the Hybrid so it’s Rogue for me until the nerfs.
This might seem like the right thing to do, but if they are quest priest and you are aggro and they are playing correctly, they should have mulliganed their quest away. Not attacking should never be an option if you’re aggro and if you’re playing a 2 attack minion on turn 1, you’re very likely aggro.

If the aggressive decks go away, Quest Res Priest might go away as well. Face Hunter’s presence had a lot to do with the deck’s rise to power, and the more aggressive versions of Gala Warrior continue to keep it relevant. The biggest bane of the archetype, and any Priest deck, was actually Gala Shaman. Control Warrior can also be quite difficult, through the fatigue route.
I’m hoping the archetype remains relevant, simply because nothing else available to Priest is relevant and if Galakrond is the target for nerfs, the archetype will be even worse than it’s already unplayable state. They really messed up with the design of Galakrond between classes, imo.

just attack. You’re giving yourself a disadvantage thinking you shouldn’t attack because of HP. Priest are at their weakest during turn 1/9, so just blast them and don’t be afraid of their HP which they won’t use anyways before turn 7/8 .
