I’m really enjoying the mercenaries game mode and just saw a new bundle came out for purchase. It mentions including malfurion’s legendary portrait + 20 packs. Now, I don’t have Malfurion, will this grant me both portrait and hero as well?

You will be able to use Malfurion with the portrait you receive, but you will not be able to switch to the regular portrait, and you still need to pull the regular portrait from packs.
On my end I see a Gul’dan set offering a Gul’dan portrait and 200 Gul’dan coins, but not a Malfurion set.
Are there random offers given differently to everyone?
It’s not quite random, they evaluate what you need most and offer it to you. Basic Supply and Demand, except in this case they control both. I assume you either don’t have Gul’dan, or have him at low levels?
Ah, that makes sense, thank you. Yes, I have Gul’dan, but he’s only level 1 and only has a few coins left on him since I spent the coins I got while doing Bounties on him to get his Fel Bolt to Tier 5 so he would stop sparkling on my collection screen.
