I was playing Heist of Dalaran, using Priest, with the 1 mana “Soothe” power. Took the Justicar legendary. Played it and… nothing. Shame.
Not complaining, just thought it would have been a cool way to gain the upper hand a bit. Ah well.
It only works if you’re using the base hero powers. It turns your hero power into an upgraded version of itself, not upgraded version of your class’s and there are only upgrades to the basic ones.

Considering it’s possible to get the Justicar, they should IMO make improved versions of the Hero Powers (or make it impossible to get the Justicar). It’s PvE only so balance isn’t an issue: if it’s a bit more powerful than intended, oh well how many times do you even get to add the Justicar to your Dungeon Deck let alone summon it? And if it’s underpowered, oh well it’s still better than nothing.
Yeah, that was my general feeling as well, which was why I picked it. I figured it would do something at least.
