In the Warhammer40k game Warpforge they have a general chat for all servers that even has an integrated translator and even if people don’t want to add you, you can send them a message through that chat as GG (nickname)! or ez pz (nickname)! and you can send or receive these messages while you are searching for a game.
I think this would be great to apologize to the playerbase for the issue of nicknames/bots bug and being unable to communicate or be social for so long.
It would, but it would get abused. Something would need to be done about that.
The chat can amplify both the toxicity as well as the unity of the community with answers to questions in real time or simply sitting in the tavern to talk with the regulars. And, you redistribute toxic people,because you will never eliminate it but if you give them ways to express themselves and have catharsis, perhaps those who used to rope while emoting now it is enough for them to just drop a mocking comment in the chat, improving the gameplay for others along the way.

Considering how people get frustrated with the game easy enough, I would only see a chat system as a means where they would get banned and such. Which would hurt Hearthstone in the long run.
I don’t think so.. such chats are always flooded with text.. for me these are really annoying and unnecessary.. Even if they would create such thing, there must be also an switch to turn it off..

It turns off automatically when you start a game, it is only visible in the menus or in the collection…
Thiis is how it also works in warpforge.
