Hearthstone Reward Track - Unlock Issue with Tavern Ticket/Pass?

Is there a different between Tavern Ticket and Tavern Pass?

I recently reached level 45 on the Reward Track. Clicked on the the “Tavern Ticket” icon, and saw that I got a Tavern Ticket.

I then went to track level 40 (on the Reward Track screen), and was hoping to recruit (or unlock) Rokara. When I clicked on the “Unlock with Ticket Pass” button, all I got was a purchase info of $19.99. I thought I was able to unlock Rokara with my Tavern Ticket?

Tavern Ticket is to play Arena or Duels. Tavern Pass is to obtain the Rokara hero skin, etc.
