I cannot invite my friend to hearthstone battlegrounds even though our ratting scores are well below 10,000 (as it was changed in the recent patch)

Are you both on the same version of the software? A patch was released yesterday, mobile stores might have a delay of a few hours to a day before the update is made available there, so if you do not have the same version, then challenges, parties, etc. would not be available.
Yeah we are on the same version. We have been having this issue for about a month now.
