Hello, I submitted a report regarding myself not receiving the quest for new or returning players, ticket US72917518. The GM who responded suggested I take my bug report here to get it fixed.

What quests do you currently have?
None at all, I’ve been getting the usual daily quests though.

As I said in my post, according to the GM who answered my ticket I do qualify for the quests, and them not triggering is a bug.
