you are guranteed a legandary in the first 10 packs. after that the pity timer is 40 packs for getting a legendary. so its entirely possible to only get 2 legendarys in 70 cards. you will draw another legendary within 20 packs.

no, none from blizzard is replying in this forum, only players. QA staff reads the threads and forwards info about the bugs to the devs. in this case there is no bug.

You can be outraged, that does not change the fact that an average of 1 in 20 can only be achieved by having some people get less and others get more.
Nobody ever complains when they get more. Nobody ever assumes it’s a bug if they get lucky with the legendaries.

Personally, I opened 24 packs and (apart from the free legendary I got for logging in) got 3 Legendaries. I’m happy.
