What server are you currently in and which are you trying to transfer to? Are they both in the same regional zone? Do they both have the same server paragon? What is your paragon in comparison?
For a hero transfer to be possible, not only does the source server/cluster have to be in same region as the target server/cluster (e.g. both being in EU) but the servers also have to be the same primary language, i.e. you could not transfer from an EU English language server to an EU French language server.
All servers have the same paragon level.
From what I recall, to be able to transfer, the hero cannot be higher paragon level than the target server’s paragon level. (In fact, it might be that the hero has to be 10 below the target server’s paragon, it’s a long time since I looked at this).
