[NOT FIXED] [Bug] [Quest] "Hess" NPC Missing in the "Between Two Evils" Quest

We’ve gathered numerous reports on Forums and Discord of Hess Missing from the “Between Two Evils” quest stopping progression. We are investigating this issue, and will report when a fix is being deployed. Thank you for your patience.
