Why cant I equip the Rod of Kepeleke?

I’m level 221 and I can’t equip this as a unique or ancestral unique. When I attempt to equip its grayed out and if I try to drag and drop it says that I can’t have more than one equipped

chaos armor with kepeleke feature on it equipped? would be the reason.
