For some reason in the wardrobe, changing a transmog or a colour is applying to ALL slots and not just the one. I’m not holding down click to apply to all either. I’ve tried everything and it seems to be glitched out for me. Haven’t experienced this at all before and I’ve been playing since Season 1.
It seems my whole wardrobe is bugged. When trying to apply weapon and back cosmetics, it simply will not work unless I use left mouse+right mouse together at the same time. This is very strange…
I’ve tried exiting to character screen and rejoining, tried exiting the game and coming back in to try again, tried scanning and repairing the game, tried updating graphics driver but for the love of God it simply won’t work as it was working before season 10.
EDIT: I tested something just now. I connected my controller and that actually seems to work fine. I can change individual transmogs and colours on controller but for some reason it won’t work with keyboard and mouse.
I’m experiencing the exact same issue — my wardrobe is bugged too. I have the same problem with dyes and transmog for clothing and weapons. I also can’t select a mount, and I’m running around without a pet because it won’t let me choose one.
This is the first time this has happened to me. I’ve also tried everything you mentioned: going back to the character selection screen and re-entering the game, completely closing and restarting the game, scanning and repairing the game files, updating my graphics drivers… but nothing has worked.
Hopefully Blizzard fixes this soon, because the game feels incomplete like this.
I really hope they fix it too soon. From what I gather, so far we’re the only 2 people with this issue as nobody seems to know what’s going on or how to fix it.
As for your pet, try do what I did - Left+Right click at the same time rapidly. It’s temporary but it worked for me.

This specific problem has been affecting me in season 10, and from what I can see has been an issue for others for some time, without being addressed?
It certainly existed in season 9, there are several unanswered posts in this forum about it. I’ve been experiencing the issue for around a week.
Blizzard appears to be aware of it, based on the comments players have made, but to date don’t seem to have acknowledged it?
I’ve tried scan and repair, check for updates, logging a character out, PC restart, creating a new character as well as checking through settings for both mouse & keyboard and controller input. Nothing changes and it’s increasingly frustrating
