Completed all activities upgrades but War Plans are stuck at rank 9/10 and I didnt get the achievement for completing them. The people I play with all hit 10/10 at the same time because we always play together. Its been like this for almost two weeks, have tried refunding all the points, completing more war plans, nothing works.
did you double check that all your activity skill trees are max level, and you spent the skill points?

yes. they all say ‘completed’ and have all the points spent. I also spent like a billion gold to remove all the points and put them back in
The bug is still there. I don’t think it happens at the end itself—it seems like there’s a calculation issue if you double-rank activities while your War Plan is about to upgrade. One of the activity rank points doesn’t get counted correctly, so by the time all activities are maxed out, you’re missing one activity rank.
I just finished mine and ran into the exact same problem. Hopefully it gets hotfixed soon, because it took me a couple of weeks of grinding to get here.
