War Plans Level Stuck at 9/10 - Missing Skill Point After Completing All Activities

Hello,

I’m an Asia server player playing Diablo IV on Steam (PC). My BattleTag is Rkjhpbb#3140.

I encountered a bug with the Barbarian’s War Plans system:

  • Issue:
    My War Plans level is stuck at 9/10. I have completed all the activities on the right side of the War Plans tree, but the left side still shows that I need one more skill point to reach level 10. I cannot unlock the final level and its rewards.

  • Steps to reproduce:

    1. Completed all activities in the Barbarian War Plans.
    2. War Plans level did not advance to 10/10, remaining stuck at 9/10.
    3. The UI indicates that one more activity/skill point is needed, but there are no remaining activities to complete.

  • Expected result:
    After completing all activities, the War Plans level should reach 10/10, unlocking all rewards.

  • Actual result:
    Level is stuck at 9/10, progress is not updating, and I cannot claim the final reward.

  • Troubleshooting already attempted:

    • Restarting the game
    • Restarting the Battle.net launcher
    • Verifying game files via Steam
    • Logging out and back in

I am on the US servers, having the same issue.

Are you sure this isn’t a UI bug? War plans start at level 0, so if there are 10 levels in total, then the last level would be 9. Is there anyone with a war plan of 10/10? My bet would be that there is not.

There are other players who have reported they are at 10/10.

If you start at 0, your first rank earned would place you at 1/10. If it stopped at 9, you would only have accomplished 9/9. Upon reaching Rank 9, there are still activities to level up, showing that Rank 10 is still to available to achieve and the Warplan itself states how many need leveled up to Rank Up to 10.

I myself am on 9/10 and the math makes sense for how many activities I can still level up, and how many the Warplan table states I need to Rank Up to 10/10. However, it will take me a week or two to actually get to this point.

Rkjhpbb and Ares, have you allocated all of your available points? I don’t think this is the problem, but there’s a possibility that the Warplan doesn’t Rank Up until the points are actually spent?

I’ll follow up once I’ve finished leveling the rest of my remaining activities to see if I stay at 9/10 or Rank Up to 10/10.

7/7/2026, I have the same problem, spent all the war plan points and the war plan level just stuck at 9

Me same here. Maybe cause when on low level on NM or helltide, i did 2 escalation NM or 2 greater helltide same time make the level double upgrade and they not count it

Same issue. I’m wondering why this issue still hasn’t been fixed. This issue has been reported for over 2 months.

The bug is still present as of today (August 3, 2026).

From what I can tell, it doesn’t seem to be an issue that only happens at the very end. Instead, it appears to be caused by a calculation error if you double-rank activities while your War Plan is about to level up. In that situation, one of the activity rank points doesn’t get counted correctly. As a result, when you’ve eventually maxed out every activity, you end up permanently missing one activity rank with no way to recover it.

I just finished my own progression and ran into the exact same issue, so it’s definitely still happening. It would be great if this could be hotfixed soon, since reaching this point took a couple of weeks of grinding, and it’s frustrating to end up one rank short because of this bug.

Yep. My barb is currently missing 3 points on the tree but the war plan says level 9/10 unlock 4/8 for better rewards. So I fully expect it to be stuck.

Finished war plans and got achievement but stuck at 9/10. I’ve tried moving skill points around but won’t complete it

All activities 7/7, war plans as a whole only 9/10.

There is a war plans issues. Fully completed but stuck at level 9, 7/8. Pls fix it.

From what I saw on a new character, it seems like the first level you get in the tree of whisper brand doesn’t add a point. Not sure if it’s just the first level you advance.

Having the same problem on my Barb. Need six more, only seeing five. Blizzard should get their game together.

Not seeing it on my Warlock though. Might be because that one started as seasonal and the barb started as Eternal? But someone can probably disprove that. Whatever, they didn’t pay me to QA the game, I paid them for a game that’s meant to work.
