I think I speak for many (but not all) when I say: I didn’t expect the campaign to be over after the wolf fight.
It was literally such a clear pre-fight to go into some insane area like the burning hells to finish off Mephisto. But that didn’t happen.
Relevant content comparisons:
Diablo - defeated Diablo
D2 - defeated Diablo
LoD - defeated Baal
D3 - defeated Diablo
RoS - defeated Maltheal
D4 - defeated Lilith
VoH - did not defeat Mephisto
Looking at it like this, you can see it’s a clear miss in terms of meeting reasonable expectations. Many fans expect to kill a major boss at the end of a paid campaign, because that’s been the structure of the franchise.
There was also no expectation management in dev chats / campfire chats or marketing materials, message has always been: we go after Mephisto. But we didn’t get to kill Mephisto, so I guess we’re still going after Mephisto?…
To me, VoH feels like the first $20 worth of campaign content out of a $40 expansion.

This expansion is just simply a scam and don’t worth the money.
Disclaimer. I think this expansion release +season brought a lot of awesome new things and update to the game. BUT i only consider Expansion content what only those can have access to who paid for the expansion (story + spiritborn class). Everything else is just simply a seasonal free update.
So speaking about the expansion, they really underdone themselve.
Now we have a Diablo game where Diablo isn’t even mentioned not to mentioned showed.
Now we have an expansion about Mephisto, where we didn’t really care or deal with Mephisto, and at the “end of the story” we only get Mephisto APPEAR in the world
In D2 after defeating the vanila game main boss Diablo, we got introduced to Baal, and went on a journey to defeat him
In D3 after defeating the vanila game main boss Diablo, we got introduced to Malthael, and went on a journey to defeat him.
Now in D4 after defeating the vanilla game main boss Lillith, we got teased that the next main boss will be Mephisto and we will go on a journey to defeat him. And what did we got instead? We chased after some boring annoying kid the entire time and the main campaing was only about an old ferret from D2 giving us fetchquests which re-introduced again the already known old endgame activities.
You know how i felt when finishing it? Like when i played Deus Ex Mankind divided back in the days and when i killed the first miniboss i was like: "that was cool. Now let’s see who the real bad guys are in chapter 2.
Then the credits rolled and turned out that never before mentioned unknown enemy was the main boss and end of the story.
