I was on the quest Undertaking, enter the Condemned mines and got a disconnect in the dungeon. When I got back I was back in town (Yelesna) and Neyrelle and Vigo were with me following me around the world and fighting.
I would have expected them to respawn in the quest zone / dungeon.
