And apparently they nerfed the bejeezus out of Spectral Ash drops… 10% or less of what was dropping just this morning before the patch. So unless you farmed up mountains of Spectral Ash before today you’re hosed. Thanks, Blizzard!
No they added her in today’s patch.
No she becomes a vendor as well. ONLY selling Oath Scrolls. She is currently broken for me.
People now cannot click on her.

It seems to be based on where you are in the Belial quest line with her.
My main in HC finished that quest a week ago and can find her and click on her just fine.
However neither of my other HC alts can. One can’t see her, the other can see her but not buy scrolls.
So now I have to hop on my main, buy the scrolls (which don’t stack) put them in my stash, switch characters, pull all the scrolls one by one out of the stash and into my inventory’s consumables tab then use them. I could probably click on them in the stash but I didn’t want to risk them malfunctioning.

I merely was pointing out that the poster said she was already there before the patch. She wasnt.
