I have noticed a few aspects will stop upgrading before hitting max rank. Take aspect of splintering energy as an example… its currently stuck at rank 14/16. I have salvaged several items with the aspect, but the rank doesn’t increase.
Only way for a aspect to be updated in the codex of power is to find a higher rolled.
If you find anything below what you have currently, you will not upgrade it.
