Lucky hit vulnerable and lucky hit restore resource both don’t spawn on weapons purchased from the gambler.
I’ve checked using each class on torment 4 difficulty. Both 1 handed and 2 handed weapons will NOT spawn with either of the lucky hit stats listed above. I’ve checked many hundreds of weapons and not a single one had either of these stats! The affixes are available at the occultist, so I know they should be able to spawn. It’s easy to confirm this yourself, just have Mrak load you up with obols and gamble away. You’ll see every other affix many times, but not these two!
