Players would have to think for themselves about how to best utilize what they have then just being a hamster in a wheel doing the same thing over and over until they have the optimal combo from the build guide.

No they don’t; you don’t get to decide how players play.

And many do develop their own builds and the best theorycrafters of those are going to land somewhere around the published metas anyway. How do you think they are developed?

and then the game difficulty and monster health has to be scaled to match that optimal combination of items.

This would not be a problem if Blizzard would take effort to ensure more competently synergized builds are actually around the same level of effectiveness.

If everyone had some variation of different combinations of gear, it would be a lot more interesting.

And if the game were balanced around assuming players would just use items that more or less work together it would be even easier than it already is.
