The obvious answer SHOULD be that they can do both, but to date they have had almost no cosmetics available by way of farming or clearing content in the game by relative proportions, while you can buy thousands of dollars in shop cosmetics by virtue of having more money in the bank. It’s definitely the scummiest thing about the game by a wide margin.
