Twilight Warding witch power is not available for purchase from the Alter of Witchcraft even after Patch 2.1.2 Build #62221.

Update 2/14 - We have a fix ready that will go live with 2.1.2. If all looks good, we’ll reenable Twilight Warding with the update.

so it isnt fixed at all
