Torment 1 unable to access

I was recently given a quest to beat tier 20 of the pit of the artificer which I have gone through and completed twice but been unable to access torment 1 difficulty following this.

Campaign and everything else am completed and level 60 so I’m unsure if this is just a glitch or not

I’m in the same boat on xbox - completed the pit level 20 but torment tier is still locked. Were you able to figure this out or get assistance?
