Has thorns been nerfed or is it bugged?

If I had 16 thorns damage, I did 16 damage, now, with 16 thorns damage, I did 3?
There have already been so many nerfs on thorns that I think it’s better to remove this affix… the only biuld that did anything was killed by BLizz and now, it’s worse than ever…
If you can’t make biuld with thorns, remove the aspects, the attribute and make the game a little less difficult to get good rolls…
