The spears you are supposed to collect are either missing or they’re there but can’t be interacted with.
According to the Blizzard player forums, many players on PC, PlayStation & Xbox have experienced this issue and have gotten no response from you. Plus a couple of people mentioned there’s two other quests with bugs and also had the same issue of no contact.
So here I am using a more direct approach. Please acknowledge this issue and let us know asap when you’ll release a fix.

Bugged for me, as well 
I thought maybe I was just being dumb and missing it, but a LOT of others are complaining about it recently, too. Has anyone found a workaround or solution?

Automated services are only adding insult to injury.
Bro these geniuses killed almost all the characters so that only the wizard and the heir of spirits were playable, do you think they will pay attention to us simple players?

October now. Bug still happening today, on PC. Still no news from Blizzard, at least none I could find.
Dungeon seems in a normal state, NPC Ealda states her lines when entering it and getting close to the altar. But no blue quest objective spawn on the map, and I cannot interract with spears anywhere. Only the pedestals for unlocking the dungeon boss fight.
It’s been reported for almost 3 months now, is it a “normal” response time from Blizzard, or are they usually more reactive ? A whole -side- questline is locked because of this, that’s 3 fetch quests in total (not that big of a deal, I’ll admit. Impossibility to fully explore the Dry Steppes bothers me way more).
Additional, without complete this quest, player is also unable to proceed to next 2 quests - Fury Against Fate & Worthy of Arreat
Simple way to get this fixed.
Do not spend any money on game or in game purchases and quit playing until fixed.
When the money stops coming in, they will be forced to put right all that is wrong, they will soon realize when players move to other games.
I stopped playing a while back because of all the bad bugs and game changes.
They are too ignorant of us players, they only see dollar signs, not you
