Not everyone is doing PTR. Even though, there are plenty of missing features and many feature that don’t make it into the game. What matters is what appears in the patch notes before release.
It clearly states that Sacred items will be made Legacy. Makes sense if there are not dropping any more. Not entirely true but that is not the subject. There is no word about Legendary of Mythic items which is what matters. An honest statement would have been all items will be made Legacy and not any more upgradable.
