When trying to interact with the blacksmith Zivek to complete the Tempring quest ("Temper a piece of gear at the Blacksmith), I am unable to interact with him or get him to unlock tempering. My only options are to salvage gear or repair. Level 25 necromancer.

Guys, problem solved. Click on temper and activate her.

Ohhhhh! I see now, you need to click on the temper scrolls in your inventory to “learn” them, then the Blacksmith will unlock tempering. That was non-obvious.
