This is pretty silly. You have a chance of never hitting the 2 Tempers you need. Additionally, there is such a big range that some Tempers are nearly worthless if you don’t hit the right roll. You will eventually reach a point where in order to progress you have to push your luck and at that point, it is extremely frustrating.
Just allow the Scrolls to be used idefinitely and be done with JFC.
