Its performance. WE all know it. Goto world boss or do helltide with a couple of these evaders roaming around and you lag. Its not because it kills stuff fast around players. Many builds can kill fast. Sure not evade fast but fast enough to impact others. It was lag. 100% guaranteed (i think) but we dont know for sure. All they say is negatively impacting others.
