So with Greater Frozen Orb modifier, this is supposed to grant Frozen Orb a 40% chance to make enemies Vulnerable with the explosion. When hardcasting Frozen Orb, this seems to work as intended. However, when you have Frozen Orb as an enchantment, the percentage to make enemies Vulnerable seems far far lower… definitely not 40%. I do see it happen occasionally, but it seems closer to 10% or so to actually proc the Vulnerable.
Can this be investigated?
