I’ve been seeing quite a few Blizzard builds incorporating the Wrathful Malignant Heart that boosts damage over time for each different type of CC. The reason this works well with blizzard, is because apparently each individual cast of blizzard counts as a separate instance of chill - which each count as 1 individual instance of crowd control. This in turn makes each consecutive cast of blizzard deal additional dmg per tick, only applying to that new cast and not ramping up previous casts.

If you decide to go with the DoT wrathful heart instead of the barber, then you definitely want to max blizzard on your skill tree, as any increase to blizzard’s damage will further be amplified by the malignant heart (you will see this on the MobAlytics build guide.)
If you are choosing to go with the barber setup - only 1 point is needed, due to most of the damage from this variant coming from the Ice Spikes and having the highest possible roll on the Glacial aspect. <3
Something to remember, is that Blizzard itself doesn’t critically strike, so with the damage over time variant, crit chance and crit damage are not as valuable as other damage modifiers. Granted, with the enchantments and other aspects of the build, you will still crit and benefit from anything that is oriented around Crit Chance, but for larger damage increases and more sustainable damage - any dmg modifier that applies to chilled/frozen/stunend(with raiment)/cold dmg/frost skills/dmg to cc’d - you will see more benefits in the long run. This doesn’t mean that you should opt out of crit chance and crit damage with DoT heart build, just remember that if you are wanting more dmg from blizzard itself and not being forced to rely on ice spikes to carry this build as well, despite their still being relevant to the build; blizzard dmg will ramp up with the aforementioned modifiers whereas the ice spike’s are the portion of the build that can crit. Ultimately it will depend on whether you are focused on 1 of 3 things: 1) Sustained damage over time with high crits on ice spikes for top-end boss/single target damage, 2) high-ramping damage over time with ice spikes providing filler damage, or 3) a comfortable blend of both. Your personal preference will determine which of these you want to focus on, and which damage modifiers will best work for you!
I have personally tested this out and it works really well. I am currently rebuilding my sorc now that I have a few of those hearts, experiencing it in early game play because I enjoy lvling as a sorc
but I can definitely speak from first-hand experience, that this works incredibly well and has no issues clearing all content.
IMPORTANT: Glacial / Frozen Tundra and Raiment are 3 key priorities to pair with the DoT Wrathful heart. However, I did want to note that the Barber works well too, playing the exact same way, but instead of each blizzard consecutively dealing higher damage from the DoT heart, you would just ramp up tons damage during the absorption window following your 1st Critical Strike from Ice Spikes that triggers the barber’s effect. After testing a variety of different “duration rolls” on barbers, I found that for maximum output, a 4s roll is best - because the barber has a really nice functionality that isn’t mentioned in it’s tooltip. Once you’ve dealt enough damage to kill the enemy that the effect was triggered on, the absorbed damage will automatically trigger and explode. You won’t see this against bosses with large life pools as you will typically use the entire duration, but on trash mobs this works incredibly well because you have a larger window to ramp up damage before the explosion - allowing for the explosion to deal massive damage to all surrounding enemies.
